Timely Filing Requirements

Touchstone Recovery Center will submit claims within a specified timeframe from the date of service to ensure payment by insurance carriers.  This policy helps avoid delayed or denied payments due to untimely submissions.
 

Surprise Billing Prevention

To comply with California’s surprise billing laws (like AB 72), Touchstone Recovery Center ensures patients receive clear, advance information on potential out-of-network charges for emergency and non-emergency services, preventing unexpected bills for patients seen by out-of-network providers at in-network facilities.
 

Balance Billing Prohibition

California prohibits balance billing for patients with HMO or EPO plans.  Touchstone Recovery Center may not bill patients for charges beyond the insurance carrier’s reimbursement unless the patient has consented to receive out-of-network care, knowing additional costs may apply.
 

Price Transparency

Touchstone Recovery Center will supply patients with a detailed cost estimate prior to elective procedures, following California’s price transparency requirements (per SB 343). This ensures patients understand potential costs, promoting informed decision-making.
 

Payment Plan and Financial Assistance Options

For patients with financial hardship, Touchstone Recovery Center offers billing policies that outline payment plan options or financial assistance, aligning with California’s Fair Billing Practices. Patients demonstrating financial hardship may be eligible for reduced payments or deferred payment plans, consistent with provider financial assistance policies.
 

Collection of Patient Responsibility (Deductibles, Out-of-Pocket, & Co-pays)

All outstanding deductibles, out-of-pockets, and co-pays are collected at the time of service, per the patient’s insurance benefits. Staff may verify the patient’s coverage and cost-sharing obligations in advance to ensure accurate collection.
